Qld: Infatuated man hires hitman to kill neighbour's defacto

A man who was infatuated with his neighbour and tried to hire a hitman to kill herdefacto, has been given a suspended jail term.

SHANE BRADLEY ALVIN, aged 32, of Ipswich, pleaded guilty in the Supreme Court in Brisbaneto procuring an attempted murder between November 2 and 11 last year.

Justice BRIAN AMBROSE says ALVIN was out of touch with reality and had developed aromantic fantasy about his next door neighbour -- who knew nothing of his feelings.

Justice AMBROSE says ALVIN, who's illiterate and has psychological problems, couldn'tdistinguish between reality and fantasy.

Justice AMBROSE sentenced ALVIN to five years jail -- wholly suspended -- and has advisedhe needs guidance and counselling.

ALVIN has already served 260 days in jail on remand.

Finance Minister NICK MINCHIN has denied that a bungle over Commonwealth banking arrangementshas cost taxpayers $150 million.

He's admitted that an auditor-general's report has identified shortcomings in the implementationof arrangements to make federal departments do their own banking.

But he says those shortcomings have not cost taxpayers $150 million and there willbe no cost in the future to taxpayers.

Senator MINCHIN says that's why the auditor-general has not made any recommendationthat the scheme should be stopped.

He says teething problems with the scheme have already been fixed and he says Laboris just beating it up.

Labor finance spokesman STEPHEN CONROY earlier said the bungle was a disaster.

CANBERRA, Dec 4 AAP - The building recovery is back on track after new figures today
showed building approvals jumped 1.8 per cent in October, making up almost half the ground
lost the previous month.

The Australian Bureau of Statistics (ABS) said the number of dwellings approved for
construction rose to 15,294, a 56.5 per cent improvement on the same time last year.

The seasonally adjusted rise was larger than most had been expecting and helps make
up for the 4.3 per cent dip in building approvals in September.

MELBOURNE, April 20 AAP - Wentworth residents in southern NSW are sick of looking across
the Murray River at the prosperous Mildura region - and they want a slice of the action
by defecting to Victoria.

Wentworth Shire Council mayor Don McKinnon said councillors had been grumbling for
several years over the way red-tape from the "Sydney-centric" NSW government was hampering
local development.

When city bureaucrats moved in to take control of the area's new sand mining proposal
earlier this year, the council decided to take action.

"At first we wanted to vote on a motion to move the (state) boundary, then we decided
to talk to the Mildura (Rural City) Council first to talk about a merger and see what
they had to offer," Mr McKinnon told AAP today.

"After that we'll take the matter to a community referendum, and if we get 75 per
cent of the vote we'll put the wheels in motion.

"It's an unusual step but if you don't look outside the square you won't advance in life."

He said Wentworth residents felt neglected by the state government, especially compared
to the prosperous Mildura region across the Murray in Victoria.

"We've always felt like the poor relation, compared to Mildura.

"It's like a de facto capital city for us."

The 26,500 square kilometre Wentworth Shire is the fourth largest in NSW, but has a
voting population of just 7,500.

About 96 per cent of the land is long-term leasehold, which residents believed under
Victorian law could be converted to freehold, freeing it from native title obligations.

Mr McKinnon said councillors were unhappy that landowners south of the river were flourishing,
while kilometres away their NSW counterparts were suffering from over-bureaucracy and
the state's crushing native title legislation.

A spokeswoman for NSW Local Government Minister Harry Woods dismissed the proposed
secession as an attention-grabbing stunt by the small country council.

"Preliminary advice suggests that a border change would require a constitutional referendum
of every resident of NSW and Victoria and the approval of the commonwealth government,"

she said.

"I don't think either government would be prepared to cover that cost for the actions
of a council chasing its 15 minutes of fame."

NSW: Police appeal for witnesses to Big Day Out death

SYDNEY, Feb 6 AAP - Big Day Out revellers, who have video footage or photos of the
girl who suffered a fatal heart attack at the Sydney concert, were today being asked to
contact police.

There is to be a coronial inquest into Sydney girl Jessica Michalik's death and police
investigating the incident have appealed for witnesses to come forward.

"It is possible someone may even have video footage or photographs of the incident
which would help us determine the sequence of events," Detective Inspector Greg Bamford
said in a statement.
